Aufruf zum gemeinsamen Widerstand gegen Studiengebühren und asoziale Reformpolitik
Die geplante Einführung allgemeiner Studiengebühren stellt eine weitere Verschärfung sozialer Ausgrenzung dar. Die Pisa-Studie zeigt: In keinem anderen Industriestaat der Welt haben Kinder und Jugendliche aus sozial benachteiligten Familien schlechtere Zukunftschancen als in der BRD. Die aktuelle Reformpolitik der Regierung fördert zudem lediglich die Ausbildung einer ausschließenden Elite.
Auch das neueste Reformprojekt der hessischen Landesregierung wird diese Ungerechtigkeit weiter verschärfen. Die geplante Einführung von allgemeinen Studiengebühren ab Herbst 2007 betrifft dabei grundsätzlich alle im Moment eingeschriebenen und zukünftig Studierenden. Zusätzlich zu den bisherigen Verwaltungs- und Langzeitstudiengebühren sollen 500 bis 1500 € pro Semester gezahlt werden. Studierende aus Nicht-EU-Ländern, die keine Hochschulzugangsberechtigung in der BRD erworben haben, müssen nach dem neuen Gesetzesentwurf dreimal so viel, d.h. bis zu 1500 €, an Studiengebühren zahlen. Diese haben dabei noch nicht mal anrecht auf ein ohnehin fragwürdiges Studiendarlehen, welches sozial benachteiligten Studierenden die Tilgung der Studiengebühren ermöglichen soll. Generell bedeutet diese Regelung nichts anderes als eine massive Verschuldung von Absolventen. Das ein offenes und kostenloses Bildungssystem für Alle durch z.B. gerechtere Steuersysteme finanzierbar wäre, wird dabei vom aktuellen Reformkurs nicht einmal in Erwägung gezogen.
Der Angriff auf die soziale Zukunft nicht nur junger Menschen in Deutschland geht über Bildungspolitik hinaus und verweist auf eine allgemeine Zuspitzung ökonomischer Belastungen in allen Lebens- und Arbeitsbereichen: Seit dem 17. Februar 2006 gelten für unter 25-Jährige weitere Verschärfungen der ohnehin menschenunwürdigen Hartz IV Bestimmungen. Das Kindergeld wird ab 1. Januar 2007 um zwei Jahre gekürzt. Die Verlängerung der Probezeit von 6 auf 24 Monate wird den Kündigungsschutz erheblich einschränken. Auch die Mehrwertsteuererhöhung ab Anfang 2007 ist nur ein weiterer Schritt in dieser Entwicklung.
Seit dem 10. Mai 2006 organisieren Studierende der Universitäten und Fachhochschulen Hessens einen entschlossenen Widerstand gegen die Reformpläne der Landesregierung. Das erklärte Ziel ist den Gesetzesentwurf zur Einführung von Studiengebühren zu STOPPEN – nicht zuletzt, um dadurch allen Reformprojekten zu Lasten sozialer Sicherheit eine deutliche Absage zu erteilen.

Appel à la résistance contre les frais d’étude et la politique de réforme antisociale.
Le plan d’établir des frais d’étude générales aggrave encore la ségrégation sociale. L’enquête PISA montre que la correlation entre le statut socioprofessionel des parents et les chances éducatives des jeunes en Allemagne est la plus forte de tous les pays de l’OCDE. La “politique de réforme” actuelle ne fait qu’intensifier la formation d’élites.
Le nouveau projet de “réforme“ du gouvernement de la Hesse aggravera encore cette injustice. L’intruduction des frais d’étude à partir de l’automne 2007 concernera tous les étudiants.
À l’avenir il faudra payer 1000 euros par an plus les frais adminstratifs plus les frais d’étude supplémentaires pour ceux qui ont dépassé un certain nombre de semestres. Les étudiants d’une nationalité hors de l’UE et sans baccalauréat allemand doivent payer le triple, ça veut dire 3000 € par an et n’ont même pas droit à un “crédit d’études”. Mais ces crédits sont de toute façon un règlement douteux qui resultera facilement dans un endettement massif.
Un système libre et sans frais, financé par des taxes justes n’étais même pas discuté des responsables de la “politique de réforme”. Mais l’attaque au futur social des jeunes en Allemagne n’est pas limité à l’enseignement: Tous les secteurs de la vie et tous les secteurs de travail sont touchés de cette politique. La loi “Hartz IV” - déjà antisociale - a été encore détériorée pour les jeunes sous 25 ans, l’allocation familiale a été diminuée et la “période de consolidation” à été prolongée de 6 mois à 2 ans pour tous les travailleurs. L’augmentation de la TVA de 3% est aussi un pas dans cette direction.
Depuis le 10 mai 2006 les étudiants organisent une résistance résolue contre les réformes du gouvernemant de la Hesse. Le but est d’arrêter les frais d’études – mais aussi de dire non à tous les projets contre la sécurité sociale.

Devlet tarafindan pilanlanmis okul haraclari illerde sosyal dislanmalara daha fazla yol acicak. Pisa-arastirmasina göre: Dünya da baska hic bir emperyalist ülkede alt gecim seviyeli ailelerin cocuklari ve gencleri almanyadaki kadar kötü gelecekleri yoktur! Su andaki devletin reform politikasi sadece ve sadece üst gelirli ailelerin cocuklarinin egitimini destekliyor.
Bir has´a Hessen eyaletinin en yeni reform politikasi bu olusucak haksizligi daha de yükselticek. Pilanlanmis olan sonbahar 2007den itibaren gerceklestirelecek olan okul haraclari bütün simdiki ve gelecekteki ögrencileri büyük bir boyut da etkiliyecek. Simdiki ödenilen kamu ve okul parasina ayrica 500 ila 1500 Euro dönem basi ilave ödenecektir. AB-ülkesinden gelmeyen ve almanyada abiturunu yapmamis olan ögrencilerin, yeni okul yasasina göre gelecek okul haracinin üc katina kadar para ödemek zorundalar. Bu demekdir ki : ögrenci basi her dönem 1500 Euro ya kadar para ödenmektedir. Bu ögrencilerin okul haraclarini ödemek icin banka veya okul tarafindan borc alma haklara sahip degilerdir. Genel olarak bu yeni yasa megzunlarin, gelecekteki ve su andaki ögrencilerin yüksek derecede borclanmasini sagliyor. Herkese acik ve bedava olan bir egitim sisteminin devlete cikardigi masraflari, daha ahlakli ve dürüst! vergi sistemi ile karsilamasini su anda devletin takip etigi reform politikasi aklinin ucundan beri gecirmiyor.
Almanyadaki yasiyan genc insanlarin gelecegine bir saldiridir bu! Sadece egitim politikasina karsi bir saldiri degildir bu. Daha cok bütün yasami kapsiyan ve her bireysel insanin ekonomik gücünü kisitliyan bir aractir. 17 Subat 2006 dan itibaren her 25 yasindan kücük olan vatandasin ahlaksiz olan Hartz IV yardimi kisitlanmaktadir. Cocuk parasi 01 Ocak 2007 den itibaren iki sene daha kisitlanacaktir. Prova zamanin 6 dan 24 aya uzatilmasi is den kovulma hakkini daha kisitliycaktir. Ayrica 2007 yilinin baslangicindan itibaren yükseltilecek katma deger vergisi bu kisitlanma politikasini destekliyecek bir yol daha acacak.

Call for joint resistance against tuition fees and antisocial policies
The planned implementation of general tuition fees at universities means a further tightening of social exclusion. The Pisa survey has shown: In no other industrialised country in the world, children and adolescents from socially disadvantaged families have fewer opportunities to educational and societal success. Furthermore, current transformational policies of the German government only support education of an excluding élite.
The newest restructuring project of the Hessian government will intensify such inequalities. The planned implementation of general tutition fees at universities from autumn 2007 onwards will affect all present and future students. In addition to the hitherto existing administrative costs and "long-term" tuition fees, 500 up to 1500 euro per semester will have to be paid. According to the new draft law, students from non-EU countries who did not obtain their qualification for university entrance in the federal republic will have to pay three times as much, up to 1500 euro. These students are not even eligible for – anyway dubious – student loans, which are supposed to make possible payment of tuition fees for socially disadvantaged students. In general, this regulation means nothing less but immense debts for graduates. The fact that an open and free-of-charge education system for Everybody would be affordable, e.g. through better and more just tax systems, is not even considered in current reform discourse.
This attack on the social future, not only of young people in Germany, exceeds educational policies and correlates with the overall growing economic burden within all spheres of life and work: Since February 17th 2006, citizens under the age of 25 face further tightening of already degrading Hartz IV regulations. Child benefit is shortened by two years from 1st of January 2007. Lengthening of probation periods from six to 24 months restricts protection against dismissal considerably. The augmentation of VAT at the beginning of 2007 is only one step more in this direction.
Since May the 10th, students of universities and Fachhochschulen in Hesse are organising determined resistance against the planned reforms of the government. To achieve the STOP of the law for the implementation of tuition fees is the explicit goal – last but not least for rejecting unmistakably all reform projects that are at the expense of social security.
